        Allows a retired ERS member who was on temporary loan to the
        civilian defense agency in 1942 for fingerprint classification
        to buy back membership service credit at the rate of
        compensation before retirement and application before 12/31/97.  

H.B. 1883  RELATING TO RENEWABLE ENERGY RESOURCES        CPN, WAM

        Requires qualified electric utility companies to implement
        renewables portfolio standards which requires these utilities
        to possess a minimum percentage of renewable energy resources
        within their overall resource portfolio.  Provides for the
        issuance of renewable energy credits to renewable energy
        generators.

        Establishes the state parks special fund.  Transfers the
        unexpended balance of the 'aina ho'omalu special fund
        calculated as of the close of business on June 30, 2000, to the
        credit of the state parks special fund.  Appropriates funds
        from the state parks special fund to be expended by the
        department of land and natural resources for the state parks
        special fund.  

H.B. 2569  RELATING TO COMMERCIAL FISHERIES SPECIAL FUND  ECD, WAM

        Makes the Commercial Fisheries Special Fund permanent.

        the DOE from being returned to the general fund.  Allows excess
        federal impact aid to be spent by the DOE for the purposes of

        Amends powers of STW Executive Council; administratively places
        Council within the Department of Education; appropriates funds
        for Council.

H.B. 2409  MAKING AN EMERGENCY APPROPRIATION FOR THE     EDU, WAM
HD1, SD1 DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES, 
        INFORMATION AND COMMUNICATION SERVICES DIVISION

        Appropriates $800,000 to offset a shortfall in the Information
        Processing Services Program.  Requires DAGS to pursue action
        against the consultant responsible for the overcollection and
        to report to the Legislature.  

H.B. 2443  RELATING TO HIGH TECHNOLOGY DEVELOPMENT       EDU/ECD, WAM

        Allows the High Technology Development Corporation to issue
        special purpose revenue bonds and special facility revenue

        Retains and carries over up to 5 percent of appropriations for
        EDN 150 (comprehensive school support services program) -
        limited to funds already distributed to schools.  Requires the
        department of education to submit a report, regarding the
        carryover of funds, to the director of finance ninety days
        after the close of each fiscal year and prepared in the form
        prescribed by the director.  

H.B. 2701  RELATING TO PUBLIC SCHOOLS                    EDU/LRE, WAM

        Establishes a renewable energy demonstration project in the
        department of education that involves the installation of
        photovoltaic systems and energy storage devices in one public
        school in each school district.

H.B. 2901  RELATING TO THE NEW ECONOMY                   EDU/CPN/ECD,
HD2, SD1                                                 WAM
        
        Allows qualified high technology businesses to sell their
        unused ganization net operating loss carryover to any other
        taxpayer.  Expands the income tax exclusion for royalties and
        other income from high technology businesses.  Allows
        partnership investors the flexibility of allocating the high
        technology business investment tax credit among partners
        without regard to their proportionate interests in their
        partnership investment vehicle.  Makes the high-technology
        business investment tax credit and the tax credit for
        increasing research activities refundable to the taxpayer or
        allowing the credits to be used against the taxpayer's income
        tax liability in subsequent years until exhausted.  Conforms
        the state tax credit for increasing research activities with
        the federal tax credit.  Allows the board of trustees of the
        employees' retirement system (ERS) to invest ten percent of ERS
        funds in qualified high technology businesses.  Appropriates
        funds for education, workforce development, and University of
        Hawaii research and training.  Promotes Hawaii, through a
        coordinated statewide effort, as an Internet and server-
        friendly place to conduct electronic commerce, including
        entering into appropriate public-private sector business
        partnerships.  Creates the maka`ainana technology program for
        small individual investors.

        Allows persons who earn 50% or less of the median family income
        to participate in the Rent Supplement Program.  Authorizes the
        HCDCH to increase the rent contribution up to 30% after
        conducting public hearings to determine whether or what amount
        of increase is appropriate.  

H.B. 2432  RELATING TO LOW-INCOME HOUSING TAX CREDIT     GOH, WAM

        Allows a partnership, limited liability company, and S
        corporation investors to claim the state low-income housing tax
        credit whether or not they claim the federal low income housing
        tax credit.

        Authorizes the comptroller to delegate the preaudit
        responsibility for proposed payments less than $           to

        Amends definitions of "medical care", "medical services", or
        "medical supplies" to include physical therapist assistant as a
        provider of care, services, and supplies.

H.B. 2405  RELATING TO PESTICIDES                        LRE/ECD, WAM

        Defines "integrated pest management".  Amends the definition of
        "pest" under the Hawaii pesticides law.  Allows the pesticide
        use revolving fund (fund) to be used for the development of
        integrated pest management strategies and personnel costs.
        Removes the ceiling on the balance of the fund and allows the
        fund to retain all moneys.  Clarifies that penalties imposed by
        the board of agriculture are administrative penalties and
        provides a procedure to recover administrative penalties
        imposed.  Deletes pesticides that are no longer registered for
        use from coloration requirements.  Exempts pesticides
        deregulated by the U.S. Environmental Protection Agency from
        regulation in Hawaii.  

H.B. 2519  RELATING TO FLEXIBLE SPENDING ACCOUNTS        LRE, WAM

        Requires that all Flexible Spending Accounts participants
        contributions, interest earned, and forfeited balances be held
        in trust outside the state treasury so that the assets are
        outside the reach of creditors and are used for the benefit of
        the plan participants.  Requires the interest earned on the
        contributions and forfeited participant balances to be used to
        defray monthly participant fees and other administrative costs.

        Clarifies that the department of health needs only publish
        notification for participation in air pollution control matters
        once in the county affected.

        and State.  Also amends the definition of "significant effect"
        to include adverse effects on cultural practices.

        Raises the minimum wage to $5.75 and the tip credit to twenty-
        two cents on January 1, 2001; requires application of the
        federal minimum wage if it is greater than Hawaii's minimum
        wage.

        Prohibits the sale of gasoline that contains methyl tertiary-
        butyl ether (MTBE).  Establishes fines.  Effective July 1,
        2000.

        based on the number of cigarettes sold.

H.B. 2646  RELATING TO TRUSTS AND ESTATES                JDC, WAM

        Authorizes trustees to split a trust into separate trusts for
        administration or tax purposes.  Streamlines transfer of
        unclaimed assets from a personal representative or trustee to
        the State.  Apportions expenses incurred in the determination
        of apportionment of estate taxes.  Raises threshold for
        classification as a small estate from $60,000 to $100,000. 

H.B. 2648  RELATING TO PROBATION                         JDC, WAM

        Requires a court, upon sentencing a defendant to probation, to
        order the defendant to pay a probation service fee of $150 for
        a term of more than one year, or $75 for a term of one year or
        less.  Establishes the probation services special fund.

        Waives certain filing fees in certain civil enforcement

H.B. 2501  RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, WLH, WAM
HD2, SD1 1920, AS AMENDED

        Authorizes the department of hawaiian home lands to establish,
        by administrative rule, the interest rate on loans from the
        hawaiian home loan fund and other loan sources.  Lowers the
        interest rate on such loans from two and one-half percent to
        zero percent.

        Allows the chair of the hawaiian homes commission to extend the
        employment contracts of individual employees beyond the current

H.B. 2505  RELATING TO HOUSING LOAN AND MORTGAGE         WLH/GOH, WAM
        PROGRAMS

        Clarifies that the Housing and Community Development
        Corporation if Hawaii and mortgage lenders contracted to
        provide mortgage financing are authorized to provide project-
        based Hula Mae financing for housing projects on Hawaiian home
        lands.

H.B. 2573  RELATING TO THE SPECIAL FUNDS OF THE LAND     WLH, WAM
HD1, SD1 DIVISION
        
        Allows for the deposit of moneys collected from lessees of
        public lands within industrial parks into the special land and
        development fund.  Abolishes the industrial special fund and
        transfers the fund balance and liabilities to the special Land
        and development fund.  

H.B. 2574  RELATING TO THE SPECIAL LAND AND DEVELOPMENT   WLH, WAM
HD1, SD1 FUND
        
        Allows monies generated by the disposition of mineral and water
        rights into the Special Land and Development Fund.  

H.B. 2576  RELATING TO THE WATER RESOURCE MANAGEMENT     WLH, WAM
HD1, SD1 FUND

        Establishes a water resource management fund within DLNR.
